Our business helps support their way of life and contributes to the survival of a culture that has thrived in a challenging environment\. **Responsibilities:** + Responsible for managing and implementing the overall contract requirements + Oversee the day\-to\-day activities of all base operations contractor staff at Picatinny Arsenal, New Jersey + Single individual responsible to the Government in all contractual, managerial and program issues\. + Must be available, physically or remotely, during emergencies with the authority to direct contract personnel\. + Must have minimum signature authority of 1% of the total Contract\. + Provide leadership to all elements of the contract and coordinate the activities and schedules of base operations project managers\. + Serve as primary point of contact \(POC\) with the Army and all Government representatives\. + Set deadlines, assign responsibilities, and monitor and summarize the progress of the contract + Build and maintain working relationships with team members, vendors, and other departments + Prepare reports for upper management regarding status of contract + Apply experience and judgment to plan and accomplish goals + Establish policies and procedures for performance and control of all project business management functions and technical support\. + Responsibility for Quality Control and Safety on the base operations program\. + Ensure application of quality standards to all levels of work and measured for effectiveness\. + Participate in quality defects investigations and development of resolutions \(corrective and preventive\)\. + Monitor performance of functional managers/supervisors and submissions of required reports and Contract Data Requirements List\. + Direct andapprove contract modifications, approve budgets, monitor contractual performance and costs, and take action to correct discrepant conditions\. + Has overall responsibility for P&L of the contract\. + Maintain working knowledge of requisite business systems including ability to implement future programs\. + Provide guidance and direction to finance and accounting, human resources, training, security, safety, and environmental\. + Conduct briefings and participate in meetings for internal and external stakeholders concerning specific project operations\. + Supervisory skills with proven ability to direct customer focused teams providing maintenance and facility alterations and repair services + Understand and apply requirements ofFederal Acquisition Regulations \(FAR\) + ISO standards\. + Physical plant management including exposure to building systems e\.g\. HVAC, plumbing, and electrical\. + Power plant, cooling plant, water, and waste management systems + Fire and emergency management services\. + Strong skills in MS Word, PowerPoint, Excel, and Project + Strong communications skills for multiple daily customer interactions at all levels + Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of operations, maintenance, and repair work\. + Successful experience dealing with labor unions\. **Qualifications** **Minimum Qualifications:** + Must be a U\.S\. Citizen + Experience of ten years or greater with responsible oversight of base operations and Army base operations support functions\. + Experience of five years with regulatory compliance and working with regulatory agencies including OSHA, and EPA\. + Four\-year degree from an accredited university in engineering, science, public administration or related program **Desired Qualifications:** + PMP certification or ability to obtain within 1\-year of application approval date + Masters Degree in Business Administration The duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position\.
